(Reuters) – U.S. House Republicans announced their plan to repeal and replace President Barack Obama’s signature health care law on Wednesday, vowing to do so quickly in a bill that they plan to release early next year.
The House bill would roll back parts of the Affordable Care Act, often called Obamacare, starting with the expansion of health insurance subsidies for low- and middle-income Americans. That portion of the law could be repealed with as little as two months’ notice, under the plan, in an effort to save money.
The plan is an extension of several proposals floated earlier this year, such as one by Republican Representative Peter Roskam that would let individuals shop around in the state of their choice for plans, and eliminate the requirement that insurers provide comprehensive coverage as part of their policies.
Health policy experts are divided over how quickly the plan will advance. Although members say they will release legislation as early as April, there are no firm plans to draft a bill as soon as May, an aide to a House Republican said.
The bill’s passage could require 60 votes, which Republicans may not have on their side. Democrats could filibuster it and force the House to vote as soon as week.
There is also a lot of uncertainty around the proposal, which will be subject to a lengthy series of Senate votes, including a vote on whether and how much members want to change Obamacare.
