VANCOUVER – British Columbia is taking steps toward the creation of a separate country – a plan that is gaining support among a new generation of nationalists and could change the country for decades.

The Canadian Press reported Wednesday that a government report on the possible province of British Columbia calls for a special assembly, or referendum, by the end of 2017.

The report, titled “Resolution Concerning an Independent Province of Canada” was produced by a working group headed by Ontario Premier Kathleen Wynne, the province’s most senior NDP lawmaker, and the province’s foreign affairs minister.

It calls for the creation of a new sovereign state by creating a “special constitution, which would reflect that the peoples of Northern and the Pacific Islands have the right to self-government, and that the new state would be established at the territorial, continental, or federal level and that it would be a state of the Canadian Union and of the English-speaking Canadian people.”

It’s unlikely that the report will be adopted. It’s expected to take a number of years before a full study of the possible “new” country can be carried out.

For years, British Columbia supported its existing province of British Columbia to create its own country if the plan were to result in its breakup. But now, increasingly, many British Columbians are questioning the plan.

B.C. premier Christy Clark, who campaigned on an anti-separation platform, criticized the report in an email.

“It does not meet the needs of any British Columbian and will most certainly lead to a breakup of our province and a divisive division of our people,” Clark wrote.

The B.C. government said in a statement that the plan is needed because of Canada’s changing geography and because of the needs of the economy and the environment.

“A new British Columbia would be Canada’s first ever province,” a statement from the government’s chief negotiator said.

Many British Columbians say the plan is a distraction and that the province has enough economic challenges without a new nation.
